In 1985, the federal government passed the Consolidated Omnibus Budget Reconciliation Act, commonly known as "COBRA." With the passage of the law, employers were forced to prepare complex notifications, track numerous events and collect insurance premiums. COBRA Solutions viewed this increased responsibility employers were experiencing as an opportunity to offer a solution and increase office productivity. In 1991, COBRA Solutions created the COBRA Administration Manager® for use with DOS-based operating systems. As the cost for providing employee benefits has risen sharply over the past decade, Sections 125, 106 and 129 of the Internal Revenue Code have become a proven method for lessening the burden on both the employee and employer. These sections allow employees to reduce their compensation and pay for certain benefits on a pretax basis. COBRA Solutions viewed these savings as a necessity for all employers and created the Cafeteria Plan Manager to assist with the administration.
